How plan availability works in Pennsylvania

Medicare Advantage availability is set by county, not by state. The plans open to you are the ones filed for your county, and that list is what a licensed agent compares with you.

Plans are filed by county

Each plan files the counties it will serve, so two people in Pennsylvania can have entirely different options depending on where they live.

A relative’s plan may not be yours

A plan a friend or relative has in another county may not be offered in yours. Only the list filed for your county counts.

Ask, with your ZIP code

Call 1-888-957-3337 (TTY 711), or use the Medicare Plan Finder at medicare.gov with your ZIP code.

Free help and oversight

Free Medicare help in Pennsylvania

Every state runs a State Health Insurance Assistance Program: federally funded, free, and staffed by trained counselors who do not sell insurance. It is a good place to get an independent second opinion on anything a licensed agent, including ours, tells you.

Free counseling

PA MEDI – Pennsylvania Medicare Education and Decision Insight

Pennsylvania’s program is PA MEDI — Pennsylvania Medicare Education and Decision Insight, run by the Pennsylvania Department of Aging, at 1-800-783-7067. It is federally funded and free, and its counselors do not sell insurance; they help Pennsylvanians compare plans, understand what a plan’s paperwork means and apply for Extra Help. The name is unusual — many states call their program SHIP — so if someone offers you “free Medicare counseling” in Pennsylvania under another name, check that it is PA MEDI or a licensed agent. Program details as listed by shiphelp.org.

State regulator

Pennsylvania Insurance Department

Medicare Advantage plans are approved and overseen federally by the Centers for Medicare & Medicaid Services; the agents who sell them are licensed by the state.

The agents and agencies that sell Medicare Advantage in Pennsylvania are licensed by the Pennsylvania Insurance Department. Its Consumer Help Center lets you ask a question or file a complaint about how a plan was sold, and its consumer services portal tracks the answer. Ask any agent for their Pennsylvania license number before you enroll.

Enrollment

When you can enroll in Pennsylvania

You can join, switch or leave a Medicare Advantage plan only during set enrollment periods. Four apply to most people.

7 months around your 65th birthday

Initial Enrollment Period

The three months before the month you turn 65, that month, and the three months after. If you are already receiving Social Security, Part A and Part B enrollment is usually automatic; a Medicare Advantage plan is a separate choice.

October 15 – December 7, every year

Annual Enrollment Period

Each fall, anyone with Medicare can join, switch or drop a Medicare Advantage plan for coverage starting January 1.

January 1 – March 31, every year

Medicare Advantage Open Enrollment Period

People already in a Medicare Advantage plan can make one change: switch to another Medicare Advantage plan, or return to Original Medicare.

When something in your life changes

Special Enrollment Periods

Certain life events open a window outside those dates: moving to a new county, losing other coverage, or a change in eligibility for Medicaid or Extra Help, among others. Whether an event qualifies you is worth confirming rather than assuming; a licensed agent or PA MEDI – Pennsylvania Medicare Education and Decision Insight can tell you.

FAQ

Common questions in Pennsylvania

Are Medicare Advantage options the same across Pennsylvania?

No. Plans file for specific counties, and Pennsylvania has 67. Philadelphia, Allegheny (Pittsburgh), the Lehigh Valley and the rural center of the state each have their own list. A licensed agent compares the plans filed for your county.

Where can Pennsylvanians get free Medicare counseling?

From PA MEDI — Pennsylvania Medicare Education and Decision Insight — the state’s State Health Insurance Assistance Program, run by the Pennsylvania Department of Aging, at 1-800-783-7067. It is federally funded and free, and its counselors do not sell insurance.

I am moving within Pennsylvania. Can I change plans?

If the move takes you to a county your current plan does not serve, that is a qualifying event and opens a Special Enrollment Period to choose a plan filed for the new county. Tell the agent your move date; PA MEDI at 1-800-783-7067 can confirm which window applies to you.

Who handles a complaint about a Medicare agent in Pennsylvania?

The Pennsylvania Insurance Department, through the Consumer Help Center on its website, where you can ask a question or file a complaint about how a plan was sold. Medicare itself oversees the plans. PA MEDI will tell you which route fits and whether the plan you were sold is a reasonable fit.
