Medicare Advantage in Ohio
Ohio’s free Medicare counseling is OSHIIP — the Ohio Senior Health Insurance Information Program — run by the Ohio Department of Insurance, the same agency that licenses the agents.
A licensed agent in our Greenwood Village, Colorado office compares the Medicare Advantage plans filed for your Ohio county, explains the differences, and you decide. How Medicare Advantage works is the same in every state; what is available to you is not.

How plan availability works in Ohio
Medicare Advantage availability is set by county, not by state. The plans open to you are the ones filed for your county, and that list is what a licensed agent compares with you.
Plans are filed by county
Each plan files the counties it will serve, so two people in Ohio can have entirely different options depending on where they live.
A relative’s plan may not be yours
A plan a friend or relative has in another county may not be offered in yours. Only the list filed for your county counts.

Free Medicare help in Ohio
Every state runs a State Health Insurance Assistance Program: federally funded, free, and staffed by trained counselors who do not sell insurance. It is a good place to get an independent second opinion on anything a licensed agent, including ours, tells you.
Ohio Senior Health Insurance Information Program (OSHIIP)
Ohio’s program is the Ohio Senior Health Insurance Information Program (OSHIIP), run by the Ohio Department of Insurance, at 1-800-686-1578. It is federally funded and free, and its counselors do not sell insurance; they help Ohioans compare plans, understand notices, apply for Extra Help and appeal denials. Because OSHIIP sits inside the insurance regulator, a problem with how a plan was sold and a question about the plan itself can be handled by the same department. Program details as listed by shiphelp.org.
Ohio Department of Insurance
Medicare Advantage plans are approved and overseen federally by the Centers for Medicare & Medicaid Services; the agents who sell them are licensed by the state.
The agents and agencies that sell Medicare Advantage in Ohio are licensed by the Ohio Department of Insurance, whose Consumer Services line is 800-686-1526 (listed on the department’s homepage). The same department runs OSHIIP, so Ohio is one of the few states where the Medicare counseling program and the agent regulator share a roof. Ask any agent for their Ohio license number.
When you can enroll in Ohio
You can join, switch or leave a Medicare Advantage plan only during set enrollment periods. Four apply to most people.
Initial Enrollment Period
The three months before the month you turn 65, that month, and the three months after. If you are already receiving Social Security, Part A and Part B enrollment is usually automatic; a Medicare Advantage plan is a separate choice.
Annual Enrollment Period
Each fall, anyone with Medicare can join, switch or drop a Medicare Advantage plan for coverage starting January 1.
Medicare Advantage Open Enrollment Period
People already in a Medicare Advantage plan can make one change: switch to another Medicare Advantage plan, or return to Original Medicare.
Special Enrollment Periods
Certain life events open a window outside those dates: moving to a new county, losing other coverage, or a change in eligibility for Medicaid or Extra Help, among others. Whether an event qualifies you is worth confirming rather than assuming; a licensed agent or Ohio Senior Health Insurance Information Program (OSHIIP) can tell you.
Common questions in Ohio
Do Cleveland, Columbus and Cincinnati have the same Medicare Advantage plans?
No. Plans file for specific counties, and Ohio has 88 of them, so Cuyahoga, Franklin and Hamilton counties each have their own list, and a rural Appalachian county can have a very different one. A licensed agent compares only the plans filed for your county.
Where can Ohioans get free Medicare counseling?
From the Ohio Senior Health Insurance Information Program (OSHIIP), run by the Ohio Department of Insurance, at 1-800-686-1578. It is federally funded and free, and OSHIIP counselors do not sell insurance.
I live in a rural Ohio county. Will I have Medicare Advantage options?
Possibly fewer than a metro county. That is why the county-level check matters across Ohio’s 88 counties: if the list for yours is short, a licensed agent can tell you what the alternatives are, and OSHIIP will confirm it independently.
Who do I call about a Medicare agent in Ohio?
The Ohio Department of Insurance, whose Consumer Services line is 800-686-1526 and which licenses every agent selling Medicare Advantage in the state. Because OSHIIP is part of the same department, its counselors at 1-800-686-1578 can also tell you whether the plan you were sold fits.
